An expansion revolving around Goblins and Gnomes could definitely help provide some much needed lore for those races. There's also the issue of the lack of lore for Goblins and Gnomes. In the end, such a continent could be as varied as anything seen in Pandaria, Draenor, or the Broken Isles. We're talking everything from volcanic caverns like in Blackrock mountain, to ancient titan complexes, to underground edens teeming with wildlife that exist beneath the ground. While some may view an underground expansion as redundant, consider that such an expansion could have a wide variety of vistas for players to transverse through. Not to mention that such an expansion theme would be something we've never seen before. Considering that there are fans out there who would like an underground-based expansion, an entire expansion revolving around an underground continent could be quite appealing to a segment of the fanbase. However, #1 is interesting as well, because the Undermine was originally conceived as a continent in WoW beta, which could indicate that the Undermine could be a continent in a future expansion. Kezan is scheduled to be a dungeon in the next expansion, so I found #2 particularly interesting.
